Find the touchpad light in the upper-left corner of the touchpad and check whether the light is off, if it is on, just double-tap to turn off it and then the touchpad will be unlocked.

There is even an option to disable the touchpad only if an external mouse is attached. On my Dell Latitude E6430s, the option is POST Behavior > Mouse/Touchpad.

The touchpad can often be disabled in BIOS.
